For the reasons stated in the accompanying memorandum opinion, plaintiffs, Petition for Attorneys' Fees and Costs and plaintiff-intervenors' Motion for Attorneys' Fees and Costs are GRANTED IN PART and DENIED IN PART, and it is hereby

ORDERED that plaintiffs be and are awarded attorneys' fees in the amount of $45,954.38 and costs in the amount of $23,926.62, for a total award of $69,881.00; and it is further ORDERED that intervenors be and are awarded attorneys, fees in the amount of $21,823.64 and costs in the amount of $15,213.61, for a total award of $37,037.25.

The Clerk is directed to enter judgment in favor of plaintiffs and intervenors pursuant to Fed. R. Civ. P. 58 and to forward copies of this order to counsel of record.

JUDGMENT

Pursuant to the order of this Court entered on April 1, 1999 and in accordance with Federal Rules of Civil Procedure 58, JUDGMENT is hereby entered in favor of Mainstream Loudoun, et al., for attorneys' fees and costs in the amount of $69,881.00. and it is further

ORDERED that judgment be and is entered in the intervenors favor for attorneys' fees and costs in the total amount of $37,037.25.
